Implications for Delivery of Programme for Government The decline in the childminding workforce not only has implications for existing ELC delivery and parental choice, but also for the delivery of Scottish Government commitments within the Programme for Government to extend ELC to one year-olds and all two year-olds, and to develop a new system of wraparound school-aged childcare.
