Perhaps we should just supply guidance instead of enforcing the application of a voluntary code. As any voluntary code should be consistent with the MSPs' code of conduct, it seems that the committee has jurisdiction and should be entitled to consider the voluntary code before it is issued.

I need hardly add that I doubt very much whether many breaches of the code will be referred to it. The Executive's track record on compliance with the UK commissioner's code of practice over the years demonstrates that material breaches of the code have been rare.
