That would be better than writing such guidance into the code of conduct, which would put us in danger of not only tying everybody up in red tape but the code not working as it is intended to work.
The amendments replace the provision, originally in section 3(1), under which every devolved body would have had to submit its draft code to ministers within three months of the members' model code first being issued.
