The reputation of the Parliament depends on a code of conduct for MSPs. We must be able to produce that code of conduct, and the committee has indicated that it wants to do that work.
Other than the initial workload of assessing and approving the draft code, the workload—which will consist of dealing with breaches of the code—will not be huge.
If we do not have that information, which precedes the code of practice, it will be impossible to work out whether the code of practice, once it has been adopted, has made a difference.
The committee has noted the need for parliamentary scrutiny of the code. I make a clear commitment today that Parliament will be consulted on the draft code prior to ministers signing off the code or any significant changes to it that may be prepared from time to time.
