Whilst it feels that a precautionary approach should be taken to new developments, it feels that retrospective action at this stage would be premature.
Other forms of training can assist folk to develop such programmes. The sector skills councils are examining the development of different ways of training and educating staff.
However, my understanding is that the Irish Government underwrote the capacity in that cable by saying that if capacity was not taken up, the Government would meet the bill from Government funds. It was safe to do that, rather than use European funds.
