Indeed, the central heating programme is one of the main reasons why the number of households in fuel poverty has fallen from 35 per cent in 1996 to 14 per cent at the latest count.The programme has been successful, but of course we want to develop it. Starting in January, people on pension credit will have extra entitlements and, beyond that, we will review the whole system and how it will develop in time for the next spending review.
