My question is on the same subject as Mary Mulligan's. In discussing the strategic plan, you said that the commissioner's office would sometimes need to staff up if particular expertise was needed, which would have a resource implication.

My answer to the question is no, because what Mary Mulligan suggests would lose the crucial interaction with the Scottish Parliament, which is the idea that the Parliament, not the Executive, will be responsible for the commissioner.

I did not come here this afternoon to be chastised. I take on board Mary Mulligan's point. I am just trying to differentiate between people with mental health problems, for whom I have the greatest sympathy, and people who may have committed crimes before they were incarcerated.
