The committee could have had a lot more time in order to go into the issue in the detail required.Another issue on which all the organisations that gave evidence expressed concern was the absence of any mention of a UN trust fund for victims. Given the importance that this Parliament has attached in recent months to the rights of victims, it would be useful to have confirmation that the UN fund will indeed be created and that no separate legislation will be needed in Scotland.When the Parliament approves the bill, as I am sure that it will, it will not be the First Minister's name that will go on the treaty.
