To ask the Scottish Executive how it will respond to the statement in The Herald on 23 September 2004 that there may be a loophole in the Land Reform (Scotland) Act 2003 that allows landowners to stop crofters gaining royalties from mineral developments and prevent crofting communities from taking estate land under control as a local amenity or for economic development and what action it will take as a result.
While it is appropriate for the impact of new development to be considered on the overall vitality and viability of town centres, it is not the role of planning policy to safeguard particular businesses or types of business.
Although I have announcedthe closure of the current Livestock Improvement Schemes, I also stated that workis underway to develop and introduce a new grant scheme for the improvement of crofters’cattle.
This legislation will enablethe Crofters Commission to implement the Crofting Development Programme. A datefor the introduction of legislation is yet to be determined.
