Someone who has an interest should declare it, and if it is significant, we would normally expect them to withdraw from the meeting. However, there may be occasions when the councillor’s knowledge and experience can help to inform the decision of the rest of the council.
Our work has focused on identifying key issues that may have specific impacts for users of the system in Scotland, to ensure that these are understood and responded to in UK-wide systems.
As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged.
