In relation to planning, our priorities are to continue to deliver a Planning Skills Programme that leads the behavioural change required for those working within the planning system to deliver the Planning (Scotland) Act 2019, National Planning Framework 4, Scottish Planning Policy and the Digital Planning Strategy.
The main potential area of controversy over the next five years relates to direct spillover effects and behavioural spillover effects with a material impact, which have to be taken into account.
The Scottish Government provides funding of £500,000 per annum to fund the Positive Behaviours Team who deliver free training and advice to schools in a range of practices which improve relationships and promote positive behaviour.

To ask the Scottish Executive whether it has any plans to (a) include in its review of antisocial behaviour and (b) legislate on the issue of high hedges as covered in the proposal for a Member’s Bill in the name of Scott Barrie MSP during Session 2 of the Parliament.
