Stage 1 Report on Visitor Levy (Scotland) Bill - Percentage Rate

Edinburgh Chamber of Commerce previously conducted research on behalf of Edinburgh City Council and found that some cities including Berlin and Barcelona considered that a percentage rate had caused difficulties in calculating the tax for online bookings or found a fixed rate much easier to administer in terms of configuration of IT systems.
