As it noted in the Policy Memorandum, consideration was given as to whether the SFC should have the power to issue codes of conduct (which would go a lot further than this guidance power) but this was not taken forward.

There is a slight problem, because ASL is statutory but it has been linked into the curriculum for excellence and getting it right for every child through the code of practice. The feedback that we get on additional support for learning is that it is patchy across the country.
