We are now working on individual cases. The NHS code of practice is the issue, and I need to be able to tease out the developmental information that will help early years practitioners to meet children’s needs, which is the most crucial point for me.

Some of us remember Cathy Peattie's work as reporter to the Education, Culture and Sport Committee almost 10 years back, which resulted in COSLA producing a new code of practice on school closures. Peter Peacock, when Minister for Education and Young People, addressed the problem by producing stronger guidance on how to improve consultation.

I cannot see how the civil service could possibly provide the support that is suggested in the Liberal Democrat amendment. The civil service code states:"Civil servants are accountable to Ministers, who in turn are accountable to Parliament."
