This included proposals for the additional investment of £69.7m in tackling child poverty through Parental Employability Support, the DWP Flexible Support Fund that can support with up front childcare costs, the Whole Family Wellbeing Fund, Access to Childcare fund and the Child Poverty Accelerator Funding.
In the past four or five years, we have seen the introduction of the flexibleworkforcedevelopmentfund, which allows employers who pay the apprenticeship levy to reuse some of that resource to upskill employees.
The Scottish Government has provided new recurring funding of £1 million to develop capacity within recruitment teams to support international recruitment.
Theme 7: Moving goalposts Many respondents highlighted that the goalposts, regarding eligibility criteria and how funding can be spent, have been moved since the Act was introduced.

To ask the Scottish Government whether any funds realised from the apprenticeship levy are used to fund the FlexibleWorkforceDevelopmentFund, and, if so, what proportion of such funds are used in this way.
COSLA’s submission estimates that only 30% of local government funding is entirely subject to local flexibility “over the past few years” and 70% is directed spend.
