To ask the Scottish Government what assessment it has made of the welfare of animals that have been stolen. To date the Scottish Government has made no formal assessment on the possible welfare consequences for animals that have been stolen.
I very much welcome Gillian Martin’s powerful speech in support of the bill. With regard to the end date, did the committee consider whether the date of commission of the alternative methods that will be recommended should be the cut-off date?
In previous years, there have been spikes in the number of instruments, particularly coming up to a recess. However, the process seems to have been modified, and we are now seeing fewer such spikes, which is obviously welcome.
It has not been updated, so we work with legislation that is out of date. It regulates only vets, but legislation has since come in that allows practices to be owned by people who are not veterinary surgeons.
You might say that, in asking that question, I am drifting away from the regulations, in which case you could perhaps bank it and write to the committee about that at a later date. However, it is clear that the lines of questioning from members so far relate to what could have been done differently, so that information would be helpful.
