The publication of "The Relocation Guide" by the Scottish Executive last summer and the strengthening of the team at the centre in the Executive to support and guide public bodies that face relocation have been significant developments. I remind the committee of what I said a moment ago: the management of relocation has generally been well handled.

That is the pattern that the committee has adopted in the past.I remind Fergus Ewing that the management of Scottish Water comes under the remit of the Minister for Environment and Rural Development, Ross Finnie. By implication, scrutiny in that area would, in the first instance, be a matter for the Environment and Rural Development Committee.

Amendment 98 makes similar provision in relation to referral under paragraph 24 of part 2 of the schedule.Amendments 84 and 87 ensure that when an adverse development arises that requires referral back to the Parole Board, Scottish ministers will have the authority to continue to detain the prisoner until the Parole Board has carried out the review.
