Do all health boards follow a similar code of conduct? Why can a patient not, if they want, sit in on the decision-making process on whether they are allowed to live or die, so that they can then appeal against decisions from an informed position?

My experience of chairing a number of public appointments panels involving OCPAS representatives is that the code is very much adhered to and the necessary transparency and openness is in place.
