For those who have contributed to our economy throughout their working lives—our pensioners—we will support the reduction and then the abolition of water rates, with the poorest pensioners benefiting the most.Secondly, because education and learning have to be our national priority, we will ensure that the Parliament has a chance to debate the raising of the school leaving age, a discipline code, skills academies, and nursery education for two-year-olds, and we will ensure that, each year, in our budget, there is a proposal before the Parliament for over-the-rate-of-inflation increases in education at every level.Thirdly, we will oppose any attempt to roll back progress on crime and antisocial behaviour.
