It seems to me that the development industry uses up too much energy opposing policies in development plans rather than constructively contributing to policy development at an early stage to ensure that policies are right first time.

I was suggesting that, perhaps at the outset, as part of the management organisation of the project, it would have been better for the design team to share the risk, because it was responsible for the development of the brief. The brief kept developing, and the architects were part of that.
