Schools are developing strong behaviour policy codes for pupils and staff. I do not underestimate the drip-drip effect of low-level indiscipline or the problem of more serious negative behaviour.

We acknowledge that some of the measures will mitigate some of the problems, but we have had a partial regulatory regime for decades, with a ban on self-locking snares and various industry codes of practice. That regime is not working, it is not enforceable, and animals suffer and die as a consequence.
However, after 10 years, we have rightly taken the opportunity, where appropriate, to modernise our interpretation code. Part 1 contains provisions that will apply only to the interpretation of future acts of the Scottish Parliament.
