The lead committee was the Health, Social Care and Sport Committee, which held a call for views between November and December 2024, followed by five public evidence sessions.
The report was published on 22 August 2024 and the Committee took evidence from the Auditor General, the Accounts Commission and Audit Scotland on 5 September 2025.
The Committee received responses to the report from both the Scottish and UK Governments and a debate on the report was held in the Chamber on 14 November 2024.
