Our remit is to promote high ethical standards and codes of conduct for councillors and members of devolved public bodies and to issue guidance on how the codes should be interpreted.
In September 2024, the SPCB commissioned work from officials to review all SPCB policies that comprise the bank of policies applicable to Members as part of the Code of Conduct, to ensure they are fit for purpose ahead of Session 7. 2.
The Scottish Government and SFRS also encourage those using outdoor spaces to adhere to the Scottish Outdoor Access Code: NatureScot. This provides practical guidance to all those using those spaces including advice on camping and using a stove instead of an open fire.
In accordance with section 3 of the “Code of Conduct for Members of the Scottish Parliament”, I invite Jeremy Balfour MSP to declare any interests that are relevant to the committee’s remit.
Part 2 of the Bill: New statutory code
Part 2 of the Bill replaces the common law rules of tacit relocation with a new statutory code, including a right to contract out of tacit relocation (which the Bill renames to automatic continuation).
The Committee intends to reflect more generally on the process for excluded complaints that have been referred to the Committee by the SPCB and whether any updates to the Code of Conduct or the Guidance on the Code might be recommended.
The Rural Affairs and Islands Committee recommends that the Code of Practice for the Welfare of Pigs (Revocation) (Scotland) Notice 2023 (SG/2023/304) be approved.
