Failure to submit accounts
The Bill would allow OSCR to remove a charity from the register (thereby removing its charitable status) if a charity fails to submit accounts, and subsequently fails to engage with OSCR in related communication.
Prior to this review, RSLs had been classified as private bodies for the purposes of the national accounts and therefore any borrowing undertaken by RSLs would not count against national limits on borrowing.
