Inspection of records held by the Accountant (section 43)
Section 43 of the Bill places the Accountant under an obligation to make certain documents relating to an estate available for inspection, or to provide copies of the documents.

Its rate in future years will be informed by the approach we take to the uprating of the devolved benefits which we are currently consulting on, prior to the laying of the legislation in the Scottish Parliament in January 2020.
Our committees exist to hold Government to account and to test legislation. Members must leave their party allegiance at the door and hold Government to account.
Local government deals with public money, so it has to be accountable. The fact that there has to be that accountability means that councillors can make a claim that cannot be made by the voluntary sector.
I think that the suggestion is primarily about accountability. The spend would become transparent to those who run the services, to those who hold them to account and to the public, and it could be tracked over time.
The code will not be subject to any formal scrutiny process beyond the 40-day laying requirement and the requirement to take account of any comments that are expressed by the Parliament in that period.
