We intend that all staff costs relating to the Registers of Scotland should be met by the agency through trading profits, but the Scotland Act 1998 requires those costs to be paid from the Scottish consolidated fund by the Scottish ministers. It is therefore necessary to ensure that the Registers of Scotland repays any expenditure on its staff costs that are made from the fund.
