Stephen Tierney legal mechanism for triggering any independence referendum

What struck me about that committee, chaired collegiately by Bruce Crawford MSP, and composed of members from all of the parties represented in the Scottish Parliament at that time, was how it worked energetically and consensually to arrive at a fair and lawful process for the 2014 referendum.
