This is a matter for the Scottish Higher Education Funding Council (SHEFC) and Circular Letter HE 42/2000, available on SHEFC's website, gives details of which students SHEFC classifies as eligible for funding.
There were no projects on ME that were funded by the Chief Scientist Office (CSO) in the period 1997-98 to 2000-01 nor has CSO received any recent funding proposals.

As part of its response to the Cities Review, the Executive approved the creation of the Cities Growth Fund, the Vacant and Derelict Land Fund and announced consultation on Urban Regeneration Companies.
