One needs a measurable and identifiable basis on which to base a planning application fee. For a housing development, it is easy to say that the maximum should be based on the number of houses but, for every other development, the fee must be based on the land that will be occupied by the development.

Before anyone asks where the money will come from, I suggest that the compensation payments owed to Government departments be paid directly into the Scottish consolidated fund as a contribution to land development projects such as the land information system.
