This is reflected in Section 5.12 of the Scottish Government’s Code of Practice for the Welfare of Dogs, which is relevant to both owners and breeders and recommends microchipping.
In relation to accountability, at the end of each year, all parties that are in receipt of funding are required to provide audit certificates, which are published annually on the Parliament’s website, confirming that the amount that has been spent has been used for parliamentary purposes.
I am aware of some organisations—one in particular—that customarily receive lots of small donations of £10 or £15 but are not able to show receipts for those or individual accounts, and, for that reason, their accounts have been qualified.
