If a care home hits a temporary financial crisis, decides not to report it, becomes insolvent and loses its accreditation—Richard Simpson described that—or if it is found out later that a home did not report an insolvency event that it had and it loses its accreditation because of that, the measure will, in effect, bring about the closure of those homes.I do not see how the measure will change behaviour. We all support the changing of behaviour and the early flagging up of financial problems in order to get discussions going with the residents, but I am not convinced that what is proposed will do that.
