We acknowledge that some of the measures will mitigate some of the problems, but we have had a partial regulatory regime for decades, with a ban on self-locking snares and various industry codes of practice. That regime is not working, it is not enforceable, and animals suffer and die as a consequence.

I very much welcome the fact that the Groceries Code Adjudicator is part of the UK’s legislative processes, and the European Commission is watching the adjudicator closely to see what we can learn and whether we need to lay down EU common rules and a framework for other member states.

Surely no one would deny the appropriateness of ensuring that each young person who registers to play with a pro club is provided with age-appropriate guidance on what registration means in advance of signing, or that age-appropriate versions of codes of conduct are developed. Some people will balk at some of what is proposed.
