First, in the time allotted to me—which includes an extra minute—I will try to answer as many of the questions that members posed in the debate as I possibly can.
There is still a huge backlog of repair work that needs to be done but which councils do not have the finances to do, despite the extra £4 million that has been provided.
If all the spare time is used up for back benchers, those of us who wind up unfortunately find ourselves with no extra time at all. However, today we have managed to manufacture the luxury of extra time.
Has any assessment been made of the financial impact of delays? How much in the way of extra resources has been put into developing IT projects during the Covid-19 pandemic, and will that have a knock-on effect on budgets for IT projects in the future?
It is right that we are able to show our gratitude for the work that they have done in carrying on, and often in going the extra mile, when faced with such tough circumstances.
