The accounts for 2000-01 are currently being audited and, as set out in statute, will be laid before Parliament no later than 31 December 2001. End-year flexibility entitlement is agreed with the Treasury on the basis of estimated outturn.
My understanding is that, although farmers generally welcome the flexibility that the regulations provide, those who might lose money or not be paid as much as they were previously are very concerned, as they had no time to make representations.
We want to ensure that head teachers have opportunities for flexibility in the curriculum and that they manage their budgets so that we can raise standards and attainment in every Scottish school.
In deciding which changes have to be made, we should minimise loss of flexibility should there be a need, for some reason, to operate to a tighter timetable than we would hope to.
