We will not go down the road of allowing Government to step in and say, "You're going to have to deliver X, Y or Z." The removal of ring fencing is important to us, because it gives us the flexibility to ensure that local priorities are addressed.
From the point of view of local authorities and probably RSLs—although I am not here to speak for RSLs—if we are inspected and told to improve X, Y or Z in the service and we have lost some of our best staff to the regulator, we will have lost significant capacity to meet the regulator’s requirements and recommendations.
A public body can say to Government, ‘You might want us to do that, but we cannot do it, because our statute says that our functions are X, our duties are Y and our powers are Z.'"—Official Report, Finance Committee, 15 September 2009; c 1492-93.

In Hawick, for example, there are no data to determine the height to which a wall should be built if x, y and z have happened in the catchment. A suggested height of 1m has been published, but I do not know where the data came from to prove that.
I realise that cod are a bycatch sometimes, but would there be any point in saying that during the months of X, Y and Z it is not permissible to catch them, so as to allow more roe to mature?
However, we cannot insist—as we do in merger control—that we want X, Y or Z to be divested absolutely. The Commission does not hold bilateral talks directly with the banks—your discussions are with the banks alongside the member state.

Mr McKenzie stated—
if the mechanisms do not exist that enable hauliers and traders to understand clearly what needs to be done – they need an end-to-end or A to Z process that sets out that they have to do this, then this and then this – you cannot blame traders if they are not ready.
