It is unusual for me to have a dispute with Mary Scanlon, but she reflects an attitude that is prevalent in the Parliament and on the Labour and Conservative benches in particular, which is that we should just stay in the devolution kennel and hope that a bone will be thrown to us from on high at Westminster.
