To ask the Scottish Executive what representations it has made to secure European Leader funding for Scotland's rural areas. European Commission proposals for LEADER Plus are currently being considered by Member States.
The Council has undertaken a feasibility study of the potential for whole stock transfer and has now submitted a bid for funding to develop a transfer proposal.

We will bring forward proposals to reduce class sizes and improve pupil/teacher ratios at critical stages such as P7, S1 and S2, and we will have teachers work flexibly across primary and secondary schools to help ease the transition for pupils.
Further, there was a dispute during the course of the Waverley Railway (Scotland) Bill about attached conditions that the people responsible for the funding, who might include the Executive, could find burdensome in the fullness of time.
We will seek to do that by having an increasingly flexible journalistic workforce that is able to provide the required content, but we will not force everyone into a straitjacket.
The disproportionate burden of rates on small businesses has been mentioned, but some have suggested that we should jump to a conclusion when there is not even consensus about how such a scheme should be funded. For example, should it be funded from other parts of the Scottish block or by larger businesses?
