It seeks to debar the community from accessing any additional public funds for 10 years. The idea that a crofting community would not be able to receive a preferential loan from the Government, European Union funding, seedcorn funding from an enterprise agency or network or the subsidies paid to farmers while neighbouring private owners could receive such funds seems extremely odd.
