I will take Alex Rowley’s intervention first, and then Keith Brown’s. When a bill is passed, somebody could challenge it from outside but, as a member of this Parliament, I have always tended to think that, when the Presiding Officer says that it is legally competent, they must have taken legal advice, with the support being in place for them to do that.
