I think that we all want Parliament to get a thorough and comprehensive report that includes all the available details and headline statistics that relate to the target year and are fully compliant with the national statistics code of practice. If the report has to be turned round within a three-month timeframe, Parliament will not receive that.
The assessment has the potential to work if there is the professional and political will to let teachers do that. There have been a couple of coded—perhaps I mean polite—references to the way in which politicians talk about the assessments.
I will quickly take you through the five issues that the SHRC raised in its submission. A code of ethics for policing is already in place, but the SHRC believes that it “should … be placed on a statutory footing.”

One can look, for example, to France, where the famous wee red book, the “Code civil”, which has been in force for 200 years, had one of its most fundamental reforms in October.
“Interchangeable” is maybe not the right word. We follow a code of good practice with 540 compliance points; that is the framework for how we operate and farm.
The last time we considered deer, we were told, “Oh, well, but there’s only been 18 months for the code of practice to be implemented.” With the greatest respect, it always seems to be a matter of mañana.
First, the underlying system is better. We are continuing to address coding issues, have been stress testing the system and are confident that it is more stable.
