We have:increased the Rural Transport Fund to £18 million over three years, funding some 380 new and improved public transport services;used the Rural Petrol Station Grant scheme to fund structural improvements at 24 vital rural petrol stations; increased funding in Scotland for the Powershift Liquefied Petroleum Gas vehicle conversion scheme by £900,000 over the next three years, andintroduced, with the UK Government and Shell UK, an initiative to deliver 23 new LPG outlets in rural areas.We will continue to press Scotland's interests on taxation, as on other reserved matters, through the Scotland Office and through direct contacts with UK ministers.

To ask the Scottish Executive whether potential producers of short rotation coppice (SRC) are at a competitive disadvantage compared with potential producers in England owing to the level of forestry commission grant available in Scotland for SRC being lower than that available in England for SRC when combined with funding under the Energy Crop Scheme. Forestry is a devolved issue and the Scottish Forestry Grants Scheme (SFGS) supports priorities contained within the Executive's Scottish Forestry Strategy.The steering group that developed the SFGS felt that, while energy crops and wood fuel were potential areas for future development, in view of the many competing priorities for the forestry grant budget, the short rotation coppice grant rates should not increase.The energy crops scheme in England is entirely separate from the forestry grants system, although it is part of the England rural development plan.

To ask the Scottish Executive whether it will detail all documents it has received from Midlothian Council in respect of the A701, which departments received these documents and when they were received. The Scottish Executive Development Department received from Midlothian Council an outline bid for Transport Challenge Funding (July 1996), an outline business case for upgrading of the A701 (May 1998), a report on the affordability of the A701 project (February 1999) and a report on the proposed A701 improvements (March 1999).The Scottish Executive Development Department also received from the council in October 1999 a Notice of Intention to Develop in respect of proposed transport improvements to the A701, together with associated documents as follows:The formal notice required by the regulations; location plans and drawings, copies of consultation letters; copies of letters of representation from 440 people and three petitions listing a total of 266 signatures; a statement from Midlothian Council; a leaflet on transport options for Penicuik and Loanhead to Edinburgh; and an Environmental Statement together with a Supporting Information Report and a Non-technical Summary.

To ask the Scottish Executive whether it is aware of the difficulties facing the G-DOCS scheme in Grampian and what action it will take to ensure that there is an adequate out-of-hours GP service available in that area. An Out-of-Hours Development Fund (£5.742 million for 2001-02) is allocated to health boards to support improvements in out-of-hours services, including the development of out-of-hours co-operatives.
