The aim of this fund is to enable the EST to develop ways of extending energy efficiency into new areas and produce approaches which address issues of particularly importance to Scotland.
A rates-relief package is being provided, a broadband strategy is being developed, record levels of funding are being made available to Scottish Enterprise and a comprehensive economic framework for development is being established.
It is not possible to specify exactly what circumstances would result in the procedures being invoked. They are flexible and allow for a range of circumstances.
There are difficulties with raising emergency items in committees. Some committees are operating flexibly, but possibly outwith standing orders, to ensure that issues are grabbed hold of immediately.
I do not see the point in removing the flexibility that the Executive seeks, assuming that the committee accepts that there is no intention not to produce a final code of practice.
That should be checked against delivery. I note the development of SMART—specific, measurable, achievable, relevant and time-specific—targets and that better data programmes will be put in place to create baselines.
