Prior to the pandemic, the use of the made affirmative procedure for laying Scottish statutory instruments was relatively unusual; less than five per year.

One of the reasons for withdrawing and re-laying this instrument was to enable the Scottish Government to consider whether it could be made clearer to the reader how the parallel text in this SSI and an associated UK SI apply.

The Bill seeks to provide the legal framework required to transition out of the EU, replace the Common Agricultural Policy (CAP) and deliver a range of reforms. It lays the foundations for a future system based on public money for public goods, for the next generation of farmers and land managers.
