The bill comes under the communities portfolio, but the funding will flow through the local government settlement and you are looking at it from the justice angle.I do not see how the Executive can defend saying that tackling crime is a cross-cutting initiative.

I have written to the Scottish Executive Development Department to raise the point that some councils have been unable to take advantage of the scheme because their housing stock already has central heating and to ask whether a trade-off could be made to channel funds into the private sector.
