The Act also says that, either before or at the same time as the public consultation, the administrations must lay the draft JFS for scrutiny in each UK legislature and specify a time period for its consideration.

As a result of concerns raised in relation to the order for the 2022/23 closure, the Scottish Government withdrew and amended the order twice before laying the Sea Fish (Prohibition on Fishing) (Firth of Clyde) (No. 2) Order 2022.
