We have taken several distinctive steps to narrow in real terms the difference between Scotland and England.Mr McLetchie is wrong to highlight only one part of the equation. If he wishes to fund a reduction in business rates, which is a perfectly reasonable proposition for him to make, we are entitled to ask him a question.
