After years of underfunding, the council will need financial help from the Scottish Government, on what is a wholly devolved matter, to assist the council tenants, the owners and the private renters that we have heard about.

The Bill gives the Scottish Government the powers to set up new support schemes and programmes, including in relation to rural development and communities.
