We are also working with other funders to develop a stable funding environment, including discussing with the Convention of Scottish Local Authorities arrangements for introducing three year budget settlements to assist councils' budget planning, including their support for voluntary organisations.For projects like Genesis whose main activities over the last three years were funded from the European Social Fund assistance and which has now ceased, we have recognised the need to provide gap funding until such time as the new Objective 3 scheme begins later this year.

It could be that we are too tightly bound, by the Scotland Act 1998 and by our agreed procedures, to develop that flexibility. It might be appropriate for those south of the border to bind themselves in more tightly.

To ask the Scottish Executive what support it is providing for the development of marine renewables. We are currently consulting onchanges that might be made to the Renewables Obligation Scotland (ROS) in orderto provide a source of long-term, increased funding to wave and tidal energy generators.Changes to the ROS should provide a strong market signal to developers and suppliersthat Scotland is the best location to site and operate their devices.We have also recently allocated£8 million for marine energy development which will be spent over the next two years.This money will be used to develop the infrastructure, environmental understandingand technology in order to advance the development of wave and tidal electricitygeneration in Scottish waters.
