Amendments were made to the bill at stage 2 to ensure that the transition to competing in that small part of the market is as smooth as possible for Scottish Water. The bill now provides greater flexibility for Scottish Water to choose an appropriate model for its retail undertaking, subject to ministers' approval, and for a wide range of funding mechanisms to be available.
