On 10 November I announced an award of £1.865 million to the Scottish Borders Council under the third round of the Public Transport Fund for the cost of securing the necessary permissions for reinstating the railway between Edinburgh and the Central Borders.On 28 November, the Scottish Executive launched its consultation paper on the strategic priorities for Scotland's railways as part of the process of developing directions and guidance to the Strategic Rail Authority on the franchise for passenger rail services that start and end in Scotland.

We do not have the public transport fund now, but Transport Scotland has been set up, so there may be mechanisms to get funding agreed much more quickly, especially with fairly large schemes, which Transport Scotland can promote.

I urge local authorities that have not yet done so to respond positively to that challenge. Sportscotland's lottery sports fund began distributing funds in January 1995 and has made 525 awards under its capital programme up to 1 December this year.

Although we are not going to start paying out for such events, organisations are very keen for committee members to attend and there have already been a couple of invitations. Is there a fund to pay for such visits? We would need clarification about whether such a fund exists.
